　　当天，福建省举行贯彻落实《意见》系列第三场新闻发布会。何杰民在会上介绍了平潭推动两岸经贸合作，深化对台社会人文交流、基层交流、青年交流等方面的情况。

　　《意见》提出，支持平潭综合实验区加快构建全方位对台开放格局，探索建设两岸共同市场先行区域。

　　何杰民说，去年以来，平潭先后制定了游艇旅游业发展、跨境电子商务优化提升等近20项政策措施，研究形成“一线放开、二线管住”等重大政策。推动“海峡号”货运直航复航，对台小贸市场进口额累计增长38%，跨境电商保税进口出区货值累计增长66.7%。推出台湾居民个税补贴“免申即享”、台企注册“全程网办”、台胞台企便捷移动支付等便利措施，服务101名台胞便捷领取补贴约34.48万元人民币，助力233人次台胞快速申请企业注册。

　　平潭持续推动贸易自由便利。何杰民表示，将重点提升平潭对台小额贸易商品交易市场吸引力，实施更加便利化的通关监管举措；继续做大做强跨境电商业态；同步打造对台中药材贸易中心、两岸快件中心、海西动植物隔检中心等重要产业合作平台；进一步放宽台资企业市场准入，推动在文体、旅游、健康、通信、规划等领域引入台湾优质服务，鼓励台商台胞来平潭投资兴业；继续简化台商台胞投资审批程序。

　　与此同时，平潭推动人员往来便利，进一步降低台胞在平潭的生活就业成本；推动航运往来便利，争取岚台海上客运直航航线复航，适时加密平潭对台北、高雄的货运直航航班；推动要素流动便利。

　　《意见》对深化两岸社会人文交流提出了具体的要求。平潭作为开展对台综合实验的重要区域，秉持“因台而设”的初心，也始终致力于两岸各层次、各领域交流。

　　“去年至今，平潭共举办180多场涉台交流活动，累计邀请台湾嘉宾超4000人次。”何杰民表示，将继续秉持“两岸一家亲”理念，通过创新内容和形式，持续增进两岸同胞交流互动、往来合作。

　　此外，平潭将擦亮交流活动品牌，进一步创新举办共同家园论坛、IM两岸青年影展、两岸职工自行车赛、岚台夜话等品牌交流活动；密切民间基层交流，推动两岸民间信仰、姓氏宗亲、乡亲姻亲等交流交往，通过多种方式开展两岸基层村里对接活动；深化文化交流交往，围绕南岛语族文化、非遗文化、海防文化，开展交流活动；以体育赛事和音乐艺术交流活动为载体，结合棒垒球、赛车、跆拳道、音乐会、电影节等主题，推动两岸青年交流互访。(完)
